How does the planning process leading to the building of an incinerator work?

We wanted to provide a clear set of guidelines that would explain each of the stages that will finally lead to a decision on whether or not an incinerator is to be built.
We planned to put in all of the dates and deadlines so that it would be easy to see, at a glance, evrey step that must be undertaken. This is not a straightforward process and is a little like a game of snakes and ladders in that you don't really know where you will end up next at the start of each turn.

There are many devices that a cynic might say are deliberately designed to make the process complex and difficult to follow in order to deter as many members of the public as possible from becoming involved. Here we show all the possible steps that may be undertaken and in particular the stages where you can become involved. Most important of all are the times at which you must express your concern in order to continue to take part. Now any reasonable person would agree that a Public Examination/Inquiry should, as the name suggests, be open to any member of the public who is interested in attending. This is not the case. You have to "Qualify" to take part. If you do not object to the proposals and do not indicate a desire to be part of the Public Examination/Inquiry process at the prescribed times, you cannot join in later. We have outlined all of the possible steps in the chart on this page and will keep the dates and deadlines up to date as they become known. The draft Waste Plan was put on deposit on November 1st, 2000. There was a six week window to express your concerns and ensure those concerns were recorded. Over 16,000 representations were received which contained 50,000 comments!

A Public Examination/Inquiry took place and representations were made. The Inspector produced his report and now a new modified plan is on deposit.
Over 8,000 objections to the modifications were sent in to the Council before the deadline of 24th March. We understand that these are now being processed. In the meantime a planning application to build an incinerator on the North Quay at Newhaven is "in the pipeline".
