Dear Robert Harding, I would like to register my objection to the application by Hochtief (UK) Construction Limited for a licence to abstract water from the River Ouse Estuary at North Quay, Newhaven and also the application for consent to discharge. If the sheet piling wall around the proposed dry-dock failed for any reason whilst it is full to the brim with river water there is the possibility that all this water would be spread over the whole site. Is this operation to take place before or after the whole site is enclosed by the flood defence bunding? If after, then the immediate effect would be for there to be over a metre of water spread over the whole of the southern end of the site. This water would seep through the made ground and containment bunding, undoubtedly finding its way into the river Ouse. If before, depending on where the dry-dock wall was breached, a proportion would probably drain directly across the site and into the river taking some of the loose surface material with it whilst the rest would percolate into the made ground and gradually seep into the river. Both could be transport mechanisms for pollutants. Please therefore accept my objection on these grounds if the Environment Agency cannot confirm that Hochtief will ensure ALL the made ground that would be flooded in such an event has been adequately cleansed of contaminants prior to the abstraction project starting. If such confirmation is possible please send me details of the remediation work as the planning application only contains a conceptual remediation strategy.
