Pollution Prevention & Control Permit


The Environment Agency is charged with regulating Energy Recovery Facility plants and deciding whether to grant the above permit.  New regulations adopted into UK legislation(EU Directive 2003/35/EC}allow for public participation in this process.  Therefore we urge you to write to the Environment Agency with your comments/objections.

Article 8 of EU Directive 2003/4EC, Quality of environmental information, states:
Member States shall, so far as is within their power, ensure that any information that is compiled by them or on their behalf is up to date, accurate and comparable.  This article has been transposed into Environment Information Regulations(England and Wales 2004), Regulation 5(4)(5).

 The PPC permit application must, in our opinion, define every element to be stored on site, even harpic!  It should state the maximum quantity allowed and its position on site listed. (There will be risks of flooding and fire).  We will need to know whether there is an adequate fire fighting and flood emergency response plan in place.  We need to know where the bottom ash quench water from the EFW will go(over 50,000 tonnes per year). This water will be contaminated, alkaline and a pollution risk.  An analysis of the waste stream to be burnt has not been commissioned, Onyx have said that they will report upon how they will deal with the bottom ash and FGT residues (fly ash and exhaust washing sludge) once they have found out what it contains – this is not good enough, they should find out and publish the composition of what they intend to burn now.  We also need to know how they will monitor this waste stream when the plant is operational.  Until Onyx supply further information to answer these questions and any other ommissions we ask be redressed we will seek to prevent permission for this permit being granted. 

Help needed

We need to find out how other European nations have transposed Directives 2003/4/EC and Directive 2003/35EC into their own legislation.  We also would like to know if an IPPC permit has been turned down within the last few years in these countries.  Do you have a friend who could help?
